The California exam

Two, booked separately, on the same day or on different days: the Law & Business exam, which everyone sits for no matter the trade, and a trade exam tied to your specific classification, say C-36 for plumbers or C-10 for electricians. Law & Business is in every package, and the complete bundle adds General Building (B) to prepare you for both.
Three main ones. Class A is General Engineering, Class B is General Building, and Class C covers the specialties. There are 40-plus of those, everything from C-10 Electrical to C-36 Plumbing to C-39 Roofing. CSLB also issues B-2 Residential Remodeling as a classification of its own. You apply for whichever one matches the work you're actually doing in the field. B or B-2: which one fits your work. CSLB, Licensing Classifications, list checked September 18, 2026
The CSLB wants four years of journey-level experience in your trade, earned within the last 10. Time as a journeyman, foreman, supervisor, contractor, or owner-builder all counts toward it, and if you've put in schooling or an apprenticeship, that can knock out part of the requirement. Who can certify it, and what proof CSLB accepts. Age and identification are separate requirements: 18 or older, and the application asks for a Social Security number or an ITIN — what the statute and CSLB's form say about the ITIN option. CSLB, Before Applying for a License (four years within the preceding ten)
If labor and materials add up to $1,000 or more, yes, that job needs a CSLB license. Come in under that and you may fall under the minor-work exemption, but here's the catch: the exemption disappears the moment the job needs a building permit, you hire anyone to help, or you advertise yourself as a contractor. The limit was $500 until January 1, 2025. Cal. Bus. & Prof. Code §7048
No later than 20 days after you first furnish labor, services, equipment, or material to the job. The notice goes to the owner, the direct contractor, and the construction lender, but if you contracted directly with the owner you serve only the construction lender, and only if there is one. Send it late and you don't lose your lien rights outright: you can still record a lien, but only for work performed in the 20 days before you served the notice, and after. A laborer, meaning a person doing the work as an employee, isn't required to give one at all. Cal. Civ. Code §8024, §8048, §8200, §8204
Yes. Both are multiple choice, taken on a computer at an approved testing center. No hands-on portion, nothing to write out. What gets people is the wording: the questions are built to bait you toward the wrong answer, so a big part of prepping is just learning to slow down and read them right.

CSLB doesn't publish a fixed passing score. A passing report just says you passed; only a failing report shows your score. Plan on clearing 70–80% comfortably. We push you to an 80% readiness score on practice before we call you ready, because you want a cushion walking in, not to be sweating the last handful of questions.
CSLB gives you 3.5 hours per exam. Figure about 115 questions in that window, so your pace matters as much as what you know. Running out of time is one of the most common ways people fail, and it's completely avoidable, which is why every mock exam in the app runs on a timer. CSLB Examination FAQ (3.5 hours; CSLB does not publish a question count)
It starts with the CSLB: you apply and get approved to test. Once you're approved, they send a notice telling you to schedule at an approved center near you. We don't book the exam for you (that part's between you and the board), but we make sure you walk in ready to pass it.
You only retake the one you didn't pass, not both. Expect a retake fee and a waiting period of 21 calendar days before you can sit again. Drill the topics you missed, get your readiness score back to green, and reschedule. Plenty of people clear it on the second go.
One valid, unexpired government photo ID: a U.S. driver's license or state ID card (any state), a passport (book or card; if it isn't a U.S. passport, confirm with PSI first), a green card, a U.S. military ID, or a U.S. Employment Authorization Card. The name on it must match your application. It's closed-book (no notes, no code book at your seat), which is exactly why you want those numbers committed to memory before you show up. For the full rules, from arrival time to what's banned from the room, see our page, Exam day at a PSI test center.
Every package includes the printed Law & Business deck, study guides, and full app access on your phone or computer: adaptive practice tests, timed exams, and your live readiness score. The complete bundle adds the printed General Building (B) deck. See what's inside →
License Ladder is not a classroom course. It is adaptive and built around how you actually live: five-minute reps on the job, plain English instead of legalese, and a readiness score that tells you straight when you're ready. Choose Law & Business on its own or add your trade deck, with nothing held back behind a later upsell. For a side-by-side look at classes, home-study courses and flashcards, with typical prices, see how the three prep formats compare.
Right now we're live with General Building (B) and the Law & Business deck every applicant needs, both ready today. Residential Remodeling (B-2), Plumbing (C-36), and Electrical (C-10) are next, and those decks are in the works as we speak. More classifications follow as we keep building out the question bank.
Both. They come together, you're not picking one. The printed cards are there for when you'd rather be off your phone for a while; the app layers on adaptive practice tests, timed exams, and progress tracking. They pull from the same California question bank, so working one reinforces the other.
Yep. License Ladder Online is a web app that mirrors the mobile one: same cards, same practice tests, timed exams, and readiness score, right in your browser. One account, fully synced: run cards on your phone during the day, then pick up exactly where you left off on the laptop at the kitchen table that night. It's in the bundle, no extra charge.
Yes. The free demo opens the first 15 cards of each exam right in your browser, with their practice questions, drills, study guides and the AI Exam Coach. Enter your name and email to start: no account, no password, no credit card. It works on a computer or an Android phone and ends when you end it, after 30 minutes without use, or after 2 hours. On an iPhone, our free app has the same free cards. Try the free demo →
No. App access is included in either package, for one payment: no separate fee, no recurring charge.
Download your decks once and you can drill with no signal at all: on the truck, on site, anywhere reception drops out. Whatever you do offline syncs back up the next time you're connected.
Completely, and on purpose. We lead with the California rules (Cal/OSHA, CSLB classifications, state contract law) over the federal version anywhere the two differ, because the California rule is what the CSLB exam tests. Generic national prep gets these details wrong, and the exam punishes that.

Most folks chip away at it in short sessions over a few weeks. There's no magic number. The app watches your readiness score and tells you when you've hit 80% card mastery and an 80% practice score. Once you're green, you're clear to schedule.
It rolls how well you know your cards together with how you're scoring on adaptive practice tests into a single number you can trust. It climbs from red through yellow to green as you sharpen up, so instead of guessing whether you're ready, you just look.
That's exactly how it's meant to be used. A few cards on a lunch break, in the truck, between calls. It adds up faster than you'd think. The app handles the rest, resurfacing the cards you've flagged and retiring the ones you've nailed. No marathon sessions required.
Built for exactly that. Every card is plain English, the legal and code material is pulled out of lawyer-speak, and the practice tests train you to catch trick wording before it costs you a point. You already know the trade. Our job is getting you ready for the test.
The code book gives you everything, which is the problem. License Ladder zeroes in on what the exam actually asks and the exact numbers it tests, then drills them until they stick. Reading cover to cover is slow and easy to forget; an adaptive system that hammers your weak spots is what holds up under pressure on exam day.

Price & guarantee

$99 for the Law & Business package, or $149 for the complete bundle with General Building. Both are launch prices; they go to $189 and $249 when the launch ends. One payment, no subscription. See pricing →
It's a launch price, and it won't last. The product itself is finished and complete. We're just still growing the question bank, so early buyers get in low and lock that rate, with a full year of app access and updates. $99 for Law & Business, or $149 with General Building, while the launch lasts (going to $189 and $249 when it ends).
No. One payment for your whole package: the physical cards, the study guides, and a full year of app access with every update we ship in that year. Nothing recurring, ever. When the year is up, app access ends; the printed cards are yours to keep.
Simple: study with the bundle, follow the plan, and get yourself to a green readiness score. Do all that and still don't pass? We refund you. Read the full guarantee terms.
The printed cards ship free to your address and arrive in 2 to 5 business days. You don't have to wait on the mail to get going, though. App access opens the moment you buy, so you can start drilling while the box is still in transit.

Applications & paperwork

CSLB works applications in the order received. CSLB publishes which received-date each unit is working on, updated weekly, on its processing-times page. That page is the only current answer, so we don’t quote a number here that would go stale. A returned application restarts the wait. Full timeline in the exam guide.
You’re in good company. CSLB says nearly half of all applications come back for corrections: blank fields, missing signatures, or experience forms that don’t cover the full four years. You get 90 days to fix and resubmit or the application is void and the $450 fee is gone. Write “N/A” in every box that doesn’t apply, sign in ink, and have your certifier check the experience dates twice. Cal. Bus. & Prof. Code §7074 (the 90 days), §7137 (the $450)
A few narrow waivers exist: you passed the same exams within five years, you’re an immediate family member keeping a family business alive (active in it five of the last seven years), long-time listed personnel of a licensee, or an existing licensee adding a closely related classification. Each has strict conditions, and CSLB must comprehensively investigate at least 3% of the applications that add a classification without the exam. The breakdown lives in the exam guide. Cal. Bus. & Prof. Code §7065(d), §7065.1, §7065.3
Only five states: Arizona, Louisiana, Mississippi, Nevada, and North Carolina. Utah is not one of them. Your out-of-state license must have been in good standing for the previous five years, and reciprocity only waives the trade exam: you still take California’s Law & Business exam unless you passed it within the last five years. Full reciprocity guide. Cal. Bus. & Prof. Code §7065.4 · CSLB, General Reciprocity Information · form 13A-1 (rev. 01/2026), list checked September 22, 2026
No. The application doesn’t ask, and you’re not required to volunteer it. CSLB runs your prints through the DOJ and FBI instead. A conviction only blocks a license if it’s substantially related to contracting and generally within the last seven years; dismissed or expunged convictions and arrests without conviction can’t be the basis for a denial. Cal. Bus. & Prof. Code §480(a)(1), (c), (d), (f)(2), on what a licensing board may consider; §7069(b), the DOJ and FBI fingerprint check
Fail one exam and you retake only that one. CSLB says you must wait 21 calendar days to pay and reschedule, the re-examination fee is paid to PSI, and you have 18 months from when CSLB accepts your application to pass. Read the full retake rules, with sources, and how to study your score report. Cal. Bus. & Prof. Code §7074 · CSLB Examination FAQ
Yes. Ten exams now have official Spanish versions: Law & Business plus the B, C-8, C-9, C-15, C-27, C-33, C-36, C-39, and C-54 trade exams. If a Spanish version exists for your classification, you take it (rather than bringing a translator). CSLB’s Spanish study guides are free, and the License Ladder site and app both run in Spanish too. The full list, in CSLB’s words. CSLB Examination FAQ, list checked September 22, 2026
Usually not yet. Most solo contractors file an exemption. But five trades need it even when it’s just you, with no employees: roofing (C-39), concrete (C-8), HVAC (C-20), asbestos abatement (C-22) and tree service (C-61/D-49). And mark the calendar: the everyone-must-carry-it law now takes effect January 1, 2028 (pushed back from 2026 by SB 1455). Cal. Bus. & Prof. Code §7125, as amended by SB 1455 (Ashby), Ch. 485, Stats. 2024

Check out with the same email you'll use to sign into the app. You sign in with a username and password, and your username is that email. Get that right and the decks you bought unlock on their own the first time you log in. Slipped and used a different email? Just email support@licenseladder.com and we'll move your decks to the right account.
No. License Ladder is independent study material. We're not affiliated with, endorsed by, or sponsored by the Contractors State License Board or the State of California. For official requirements, always go straight to the CSLB.
People who know the trades and have been through California's licensing process themselves. Built for contractors who'd rather be on a job than buried in a code book. The whole aim is to take the hard parts and turn them into something you can actually study between jobs.
Ask away. We'd genuinely rather answer an honest question up front than talk you into something that turns out to be the wrong fit.
Reach out and we'll point you to the exact deck, topic, or practice test for whatever's tripping you up. The system is built to keep showing you what to study next, so you usually won't be stuck for long anyway.
