After a failed CSLB exam

Failed the CSLB exam? Here’s your next move.

One failed exam doesn’t void your application. The calendar does. Here are the retake rules, quoted from CSLB, PSI and the law, what your score report is telling you, and how to spend the next few weeks on the sections that cost you.

Step 1 · The rules

How soon can you retake the CSLB exam?

Four rules decide your next move: the wait, the fee, the clock, and the cutoff. Each one below comes from CSLB, PSI or the statute, in their words where the exact words matter.

Wait 21 calendar days

CSLB says that if you fail the Law and Business exam and/or your trade exam, “you must wait 21 calendar days to pay and reschedule your exam.” PSI’s bulletin says candidates who fail “are eligible to retake the examination after 21 calendar days as long as they are not past their void date.”

Calendar days means weekends and holidays count. After the wait, you choose from the dates PSI has open at the test site you pick, so your retake can land later than day 21.

Pay PSI, not CSLB: $51.43 per exam

You pay and reschedule with PSI, in your PSI account or by phone at (877) 392-6422. PSI’s bulletin lists one fee, labeled “EXAMINATION FEE,” at $51.43, and says: “The fee is for each registration, whether you are taking the examination for the first time or repeating it.” Its retake section calls it a “re-examination fee” that “is required and must be paid to PSI.”

Failed both exams? CSLB says “Each exam is a separate fee.” PSI’s registration fees are not refundable or transferable, and you forfeit the fee if you don’t cancel at least two days ahead, don’t show up, arrive after the start time, or don’t bring proper ID.

Pass within 18 months of acceptance

The clock starts when CSLB accepts your application, not the day you filed it. The law voids an application when the applicant “has failed to achieve a passing grade in the qualifying examination within 18 months after the application has been deemed acceptable by the board.” CSLB puts it plainly: “All applications are given 18 months from the day they are accepted to pass the examination(s).”

Inside that window, PSI says “you may take the exam as many times as necessary.” Not sure when your 18 months started? PSI’s bulletin ties it to the day the Board deemed you eligible: “This is the date on the eligibility letter the Board sends to you.” You can also check your application status online with your Application Fee Number and the PIN from your acknowledgement letter.

Watch the last three weeks

Because of the 21-day wait, an attempt taken close to your void date can be your last. CSLB: “If you took and failed your exam within three weeks of your 18-month void date, that was your last opportunity.”

If the 18 months run out, CSLB says “your application is considered void, and you will have to submit a new application with new fees.” The statute adds that a voided application “shall not be returned to the applicant.” There is one narrow exception for emergencies, covered below.

Passed one exam and failed the other? You retake only the one you failed. CSLB: “Examination results are good for five years. If you pass either the trade or the Law and Business examination but fail the other, you need only take the examination you failed as long as you retake the examination within five years.” The 18-month void date on the application you have now still applies.
Step 2 · Your score report

What your failing score report tells you

Hold on to the printed report you got before you left the test center. It is the closest thing you get to a review: you can’t see the questions afterward, and PSI won’t read you your score over the phone.

What’s on it

  • Your overall score. “The failing score report will indicate the candidate’s overall score, including the number of items answered correctly.”
  • A breakdown by section. “If you fail your exam(s), you are provided a breakdown by section of how many questions you answered correctly and incorrectly.”
  • Sections you can look up. CSLB says the sections on it “are described in greater detail in the Study Guide for that examination so the test-taker will know what areas to emphasize in preparing to retake the examination.”

What isn’t

  • The questions or the answers. CSLB: “Test questions and answer keys are not available for review.”
  • A phone replay. PSI: “score information is not given over the telephone.”

Turn the report into a study list

1

List every section and how many you missed

Copy each section name from your report with the number you got wrong next to it.

2

Sort by the number missed, most first

Rank by the count of wrong answers, not the percentage. The sections at the top are where you lost the most points.

3

Find each one in CSLB’s outline

Look up those sections in the outlines below. The topics listed under each one are your study list, in that order.

4

Put two dates on the same page

The day you can pay and reschedule (21 calendar days after your attempt) and your 18-month void date. Every study decision fits between them.

Step 3 · Map it

Match your sections to CSLB’s exam outline

These are the sections and approximate weights CSLB publishes in its own study guides. Find the sections where you missed the most, then work the topics listed under them.

General Building (B): five sections

Step 4 · Study plan

How to study for the retake

You don’t need to start over. You need to win back the points you lost, starting where you lost the most.

A

Start with your biggest miss

Work every topic CSLB lists under the section where you missed the most, then move to the next one on your list. Keep reviewing the sections you did well on, because the retake covers every section again.

B

Use CSLB’s own reading list

For Law and Business, CSLB calls the California Contractors License Law & Reference Book “the basic study reference,” and its study guide also lists EDD’s California Employer’s Guide (DE 44), IRS Publication 15 and the DIR Public Works Manual. The B guide lists the 2025 California codes (building, residential, electrical, plumbing, mechanical, energy, fire, green building) and Cal/OSHA’s safety orders. Match the book to the section you missed: payroll questions to DE 44 and Publication 15, public works to the Public Works Manual.

C

Practice the way the test runs

Both study guides describe a closed-book, multiple-choice exam with four choices and one BEST answer, and a calculator provided. CSLB gives you 3½ hours for each exam, and PSI shows the minutes remaining on screen. “There is no penalty for guessing,” so never leave a question blank. Do some of your practice timed and without notes.

D

Pick a date you can keep

Choose a date that gives you time to fix your weak sections but still falls more than three weeks before your void date, so one more miss wouldn’t be your last try. If you need to move it, cancel at least two days ahead or you lose the fee. Law and Business and General Building (B) are both offered in Spanish; if you read Spanish more easily, ask PSI or CSLB about taking the Spanish version when you reschedule.

If something went wrong

A problem on test day, or a deadline you can’t make?

A technical problem during the exam

Email your name, application fee number and a description of the issue to exams@cslb.ca.gov. CSLB contacts PSI to investigate. Allow five to seven days for a response.

You want to appeal

Email your name and application number to exams@cslb.ca.gov and ask for an Examination Appeals Form. CSLB responds by mail in two to four weeks. For your retake: CSLB lets you file a written protest or critique of any question after you finish and before you turn in your exam materials.

An emergency outside your control

The statute: “The void date on an application may be extended up to 90 days or one examination may be rescheduled without a fee upon documented evidence by the applicant that the failure to complete the application process or to appear for an examination was due to a medical emergency or other circumstance beyond the control of the applicant.” It says may, and it takes documents. Ask CSLB.
